Brazil Online Gambling in 2026: The Ban That Shut Down a Billion-Dollar Market Overnight

Brazil online gambling just lived through the most dramatic month in its history. On September 25, 2026, President Lula signed Provisional Measure 1.394/2026, banning fixed-odds betting across the entire country, less than three years after he signed Law 14,790 that created the regulated market in December 2023. Sports betting and online casino are both covered, the ban reaches offshore operators serving Brazilians, and even advertising is now prohibited. Here is the full picture: the timeline, the money, the court battles, and what it means if you play from Brazil.

What exactly did Brazil ban?

Provisional Measure 1.394/2026 prohibits the operation, offering, intermediation and advertising of fixed-odds betting lottery games across all of Brazil, in physical and online environments. It explicitly covers operators based abroad who serve people located in Brazil, and it also cancels state and district-level concessions and authorizations. Other lottery formats authorized by law are not affected.

The speed was brutal. New deposits into betting platforms were blocked the same day the measure was published. Players had until October 5 to voluntarily withdraw their balances, and from October 6 every licensed site and app had to go offline. Of the 188 sites operating with federal authorization, only one was still live on the first day of the shutdown, and a block was immediately requested.

R$1.3 billion in player balances is being returned

The scale of the shutdown is staggering. According to the Secretaria de Premios e Apostas, around R$1.325 billion was still sitting in player accounts when the sites went dark, spread across roughly 26.5 million bettors. Between October 6 and 7, platforms had to report every remaining balance to financial institutions, broken down by CPF, and banks were ordered to return the money between October 9 and 14.

A funny detail in the government data: 86.2 million accounts hold between R$0.01 and R$0.99, adding up to just R$15.5 million. One person can hold accounts on many platforms, which is why the account count dwarfs the bettor count. Accounts with large balances will be investigated, so high rollers should expect extra scrutiny before their money arrives.

The Stake court reprieve and the October 25 deadline

Not everyone accepted the shutdown quietly. On October 8, a federal judge in Sao Paulo granted Stake Brazil a partial injunction: until October 25, or a further court decision, authorities cannot treat its license as terminated or block the stake.bet.br domain. The site came back online the same afternoon, under 12 strict conditions including no new promotions, no acquisition bonuses, mandatory responsible gambling controls, and enough reserved funds to pay all player balances.

October 25 matters for everyone, because that is when the measure ends every federal license outright. The judge refused to suspend the measure itself, saying there was not enough certainty to guarantee operations through 2029 without hearing the government first. Congress now has 120 days, plus recess, to keep the ban or let it expire.

Who lost the most, and where the players went

Market tracker Blask estimates the first ten days of the ban cost licensed operators about R$1.2 billion in gross gaming revenue. Before the decree, licensed brands held 96.8% of Brazil's projected revenue baseline, roughly $7.5 billion, with Betano, Bet365, Sportingbet and Superbet alone holding over half. Of the 158 licensed brands Blask tracks, 125 had no other market at all, so for them this is not a lost market, it is a lost business.

The players, meanwhile, did not simply stop. Blask data shows offshore brands kept the same demand as before the ban, and their share of search jumped from 3.8% to 17.8% on a smaller total market. The government responded by sending more than 10,000 illegal sites for blocking in the first week alone, but history suggests blocking lists struggle to keep up with player demand.

What this means if you play from Brazil

The practical reality is that millions of Brazilian players are now looking at offshore and crypto casinos, exactly the gray market the 2023 law was designed to eliminate. If you go that route, the rules of survival are the same as anywhere: pick sites with a proven payout record, never keep more on a casino than you are actively playing with, and withdraw winnings promptly.

Our best crypto casinos 2026 ranking and instant withdrawal casinos list are both built on real payout tests, and Betplay remains our top-rated pick for fast crypto cash-outs. Betplay processes withdrawals in minutes on Lightning, which matters even more in a market where your balance can become a bargaining chip overnight. Whatever happens next in Brasilia, keep records of your deposits and balances, and follow the money, not the marketing.

As of October 2026, fixed-odds betting, covering both sports betting and online casino, is banned nationwide under Provisional Measure 1.394/2026. Licensed sites went offline on October 6 and all federal licenses end on October 25. Congress has 120 days to confirm or overturn the measure.

What is Medida Provisoria 1.394/2026?

It is a provisional measure signed by President Lula on September 25, 2026, prohibiting the operation, offering, intermediation and advertising of fixed-odds betting in Brazil, including by offshore operators serving Brazilian players.

What happens to money left in Brazilian betting accounts?

Platforms reported all remaining balances to banks by October 7, and financial institutions must return the funds to players between October 9 and 14. Around R$1.325 billion across 26.5 million bettors is being refunded. Accounts with large balances will be investigated.

Is Stake still operating in Brazil?

A Sao Paulo federal court granted Stake Brazil a reprieve until October 25, 2026, allowing stake.bet.br to stay online under 12 conditions, including no new promotions and guaranteed funds to pay player balances. The wider ban was not suspended.

Can Brazilians still play at crypto casinos?

The ban covers offshore operators serving people in Brazil, and over 10,000 illegal sites were sent for blocking in the first week. Despite that, offshore demand held steady after the ban. Players who choose offshore sites should favor casinos with proven fast payouts, such as Betplay, and withdraw winnings promptly.

Could the Brazil betting ban be reversed?

Yes. A provisional measure must be approved by Congress within 120 days or it expires. Court challenges are also ongoing, so the situation could change again before the end of 2026.
